All transactions must pay a small fee. The fee amount fluctuates depending on a dynamic fee market. Transactions with higher fees are prioritized when being selected for blocks. To speed up your transactions, you can choose to pay a higher fee than the default.

There are no restrictions on who can use ECC; It is free for anyone to use.

Is it safe?

Just like everything else online, cryptocurrencies are not 100% safe. Encrypting your wallet with a strong password, having a good antivirus and being careful with what crypto websites you visit are good steps to take to ensure that you will not lose any coins.
